Established in 1965 — the year of Singapore’s independence — Obayashi Corporation (Singapore Office) began its journey alongside the nation’s founding. Over the decades, we have grown into one of the most trusted and enduring names in the construction industry. As a key member of Obayashi’s global network, we have delivered iconic landmarks and transformative civil engineering projects across Singapore.
From the pioneering East Coast Reclamation to skyline-defining developments like Ocean Financial Centre and DUO, our legacy is built on excellence, innovation, and sustainability.
Localized as a subsidiary in 2014, we continue to deepen our roots — building trust, progress, and lasting value for Singapore and the region.
Our History
A Legacy Built Before a Nation
1965: Establishment in Singapore
Obayashi Corporation establishes its Singapore office, coinciding with the nation’s independence. The East Coast Reclamation project begins, marking Obayashi’s first major overseas civil engineering endeavour.
1980: Completion of Changi Control Tower
Obayashi completes the iconic Changi Airport Control Tower, contributing to Singapore’s growing aviation infrastructure.
1985: Completion of East Coast Reclamation
After two decades, the East Coast Reclamation project concludes, adding over 1,100 hectares of reclaimed land to Singapore’s coastline.
2010s: Major Building & Infrastructure Projects
Delivered large-scale developments including DUO, Ocean Financial Centre, and major civil infrastructure works, supporting Singapore’s growth and sustainability goals.
2014: Incorporation of Obayashi Singapore as a Local Subsidiary
Obayashi localises its operations by incorporating Obayashi Singapore Private Limited, strengthening its long-term presence and regional capabilities.
2019: Asia-Pacific Regional Headquarters Established in Singapore
Singapore is designated as the Asia-Pacific regional HQ, overseeing Obayashi Group’s operations across the region — a testament to the city’s strategic importance.
2024: Launch of Obayashi Construction-Tech Lab Singapore (OCLS)
In partnership with the Building and Construction Authority (BCA), the R&D centre drives innovation in construction technologies, robotics, and sustainable building materials.

Board of Directors

The Board of Directors comprises seasoned professionals who bring decades of experience across infrastructure development, engineering, finance, and corporate governance — both locally and globally.
Each board member plays a vital role in steering the company toward long-term success, ensuring that every project we undertake reflects the highest standards of safety, quality, and sustainability. With deep insights into the regional landscape and a shared commitment to “Make Beyond,” our leadership continues to drive Obayashi Singapore forward — upholding our responsibility to clients, communities, and the future of the built environment.

Director
Mr Lee Aik Seng joined Obayashi Corporation in 1987 and witnessed the company’s transition into a local subsidiary in 2014—the same year he was appointed Managing Director of Obayashi Singapore. His achievements have been recognized by Obayashi’s Head Office, and in April 2025, he was appointed Head of the Asia-Pacific Regional Headquarters (APRHQ) and Managing Executive of Obayashi Corporation. With effect from 1 April 2026, he has assumed the role of Chief Executive Officer of Obayashi Singapore, further strengthening his leadership of the company.
He currently serves as a Board Member of the Building & Construction Authority and has recently been invited to join the Department of Civil and Environmental Engineering Industry Advisory Board (IAB) as a member. Over the years, he has led significant projects such as Changi Jewel, DUO, and Bird Paradise. Through his unwavering focus on safety, sustainability, and talent development, he continues to drive OSPL’s mission to contribute to and shape Singapore’s built environment.
Director
Mr Atsushi Nakagawa began his career at Obayashi Corporation in 1990 at the Tokyo Head Office. Recognising his potential, the company sponsored him for further studies, and he obtained his second master’s degree, a Master of Science in Industrial Administration from Carnegie Mellon University. In 2001, he was posted to Obayashi’s Singapore office.
In 2014, when the office transitioned into a subsidiary, he was appointed General Manager (Building) and Director. From 1 April 2026, he serves as Managing Director and Chief Operating Officer of Obayashi Singapore, having previously held the position of Deputy Managing Director, where he provided management oversight on the company’s overall performance and operations in Planning & Engineering.
To date, he holds a wide portfolio of projects spanning residential, commercial, mixed-use developments, educational institutions, and data centres.
Director
Mr Patrick Chia is a Director of Obayashi Singapore. With his strong academic achievements, he received a scholarship from the Building & Construction Authority to pursue a Bachelor’s degree in Civil Engineering at the National University of Singapore. Upon graduation, he joined Obayashi in 2000 as an Engineer.
Over the past 25 years with the company, he has successfully led and delivered a wide portfolio of projects, ranging from infrastructure and rail to education, luxury residential, commercial, and zoological/theme park developments. In recognition of his contributions, he was appointed General Manager (Projects) and Director in 2021, and with effect from 1 April 2026, has taken on the role of Deputy Chief Operating Officer, Building.
Today, he plays a key role in overseeing and managing project teams across all phases of the construction process, from intricate project planning to on-site execution. At the corporate level, he provides oversight on the overall performance and operations of the Environment, Health & Safety, Quality Assurance/Quality Control, and After-Service functions.
Director
Mr. Fumitaka Katafuchi graduated from Kyushu University in 1992 with a Master’s Degree in Civil Engineering and joined Obayashi Corporation in the same year.
He began his professional career at Obayashi’s Head Office, working in estimation and subsequently contributing to the construction of Sanjo Station on the Kyoto Municipal Subway Tozai Line. In 1995, he was involved in the National Road No.13 rehabilitation project in Lao PDR, gaining early exposure to international infrastructure development. In recognition of his strong capabilities, Obayashi sponsored him in 1996 to pursue a Master of Science in Civil Engineering at the University of Illinois, which he completed in 1998.
Following his postgraduate studies, Mr. Katafuchi accumulated extensive international experience through his involvement in several major overseas projects, including the Liquefied Natural Gas (LNG) Project in Korea, the Taiwan High Speed Rail Project (Section 210), and the East-West Highway Construction Project (Package II) in Ho Chi Minh City, Vietnam. He later relocated to the United States, where he served as Country Representative in San Francisco, overseeing Obayashi’s civil engineering business under the North America Regional Headquarters.
With his broad technical expertise and experience working across diverse cultural and business environments, Mr. Katafuchi was appointed General Manager, Civil Projects at Obayashi Singapore in May 2025. With effect from 1 April 2026, he assumed his current role as Deputy Chief Operating Officer (DCOO), Civil.
Director
Mr Shingo Otsuka is the General Manager of the Administration Department at Obayashi Corporation’s Asia-Pacific Regional Headquarters and a Board Director of Obayashi Singapore Private Limited. Since joining Obayashi in 1992, he has held key leadership positions both in Japan and internationally. His overseas experience includes serving as Office Manager for major infrastructure projects in Laos and Vietnam. At the Tokyo Head Office, he held senior roles such as Deputy General Manager of the Overseas Business Division and General Manager in Charge of the Green Energy and Civil Engineering Divisions. In 2022, he assumed his current role, where he oversees administrative functions across the Asia-Pacific region.
